Safety is our first priority.

Though speed and efficiency are important, neither takes precedence over the safety of our people and the trucking community. While the terminal was designed with safety at the forefront, we wholeheartedly believe that it is everyone’s responsibility to keep us safe by following proper procedures and policies. Equipment Regulations

Personal Protective Equipment (PPE) must be worn when in Materials Handling areas. Any person found not in compliance will be escorted out of the area. Thank you for being proactive about safety.

Reflective Hi-Viz vests are mandatory.

A hard hat, work gloves, long pants and work shoes are also mandatory.

Work shoes for all personnel working or visiting the terminal must be at least 6 inches (150 mm) in ankle height and have non-slip soles.

No headphones, cell phones, shorts, sneakers, or tank tops are allowed.

All drivers and vehicles must adhere to the following rules at all times while on the premises. Violations may result in the cancellation of a truck move in progress and/or expulsion from the terminal.


Drivers shall not exceed the terminal's speed limit of 20 mph.


Drivers shall come to a complete stop at every intersection.


Drivers shall obey all posted signs and all directions given to them by terminal staff.


Drivers shall yield the right of way to any pedestrians and to any container handling equipment.


Drivers shall be alert and aware of overhead cranes.


Drivers shall not park on any gantry crane runway.


Drivers are not permitted on the berth area.


Drivers shall not utilize cellular phones while driving within the terminal.


No passengers are permitted in the cab of any tractor while on the premises.


No alcoholic beverages are permitted within the terminal.


Drivers shall not litter or loiter while in the terminal.


All vehicles entering the terminal are subject to search at any time.


Drivers shall not take photos or videos at anytime while in the terminal.


Any driver who unplugs their reefer will be voided out.


Drivers must ensure both doors are shut and properly secured upon completion of inbound empty container inspection.

Report suspicious activity.

Help us keep Port Liberty New York safe by reporting any suspicious activity or unfamiliar/unauthorized persons. Be alert for unusual behavior such as:

No response to verbal interaction.

Walking slowly and deliberately towards a potential target.

Inappropriate attire or excessive clothing that may be concealing something.

Nervousness or “doomsday” talk.

Agitation or rage.

Vehicles left parked or standing for long periods near facility perimeters.

Unescorted persons taking photos of the facility.

Unfamiliar persons asking excessive questions.

Persons who cannot verify their identity with a photo ID upon request.

Maritime Security Levels (MARSEC)

Level 3

High risk of Terrorist attacks.

Level 2

Significant risk of Terrorist attacks.

Level 1

General risk of Terrorist attacks.

MARSEC (MARine SECurity) is the three-tiered United States Coast Guard Maritime Security system designed to easily communicate to the Coast Guard and the maritime industry pre-planned scalable responses for credible threats. The MARSEC levels are an advisory system used to indicate the intensity of a possible threat. The Captain of the Port of NY determines the MARSEC level, which can vary at different port locations.
